Un Développement durable est un mode de développement qui répond aux besoins du présent tout en préservant les besoins des générations futures. Il doit concilier les exigences économiques, sociales et environnementales.

En 1992, à la conférence des Nations Unies sur l’Environnement et le Développement (Sommet de Rio), 173 Etats se sont engagés sur différents accords, dont « l’Agenda 21 » qui constitue un plan mondial pour le développement durable du XXIème siècle.

Entre autre, ce plan préconise la réalisation « d’Agenda 21 locaux » (échelle de ville, de région, …) pour identifier clairement les actions concrètes et locales qui peuvent contribuer au développement durable.

En formalisant son Agenda 21 en 2004, la ville de Limoges a donc fait le point sur ses acquis en matière de développement durable, défini ses principes et des actions concrètes qui sont en cours de mise en œuvre.

Principle 1: an approach that is adapted to the physical, natural and human requirements of Limoges and to the practices and expectations of local organisations involved. The Agenda 21 of Limoges reflects the projects pursued by local representatives, services and partners.

Principle 2: an approach that relies on significant acquired knowledge, in terms of land management and living environment preservation and in the manner of tackling issues relating to public services and citizenship.

Principle 3: a long-term approach as part of a long-term political project which complies with the obligations of the mandate

Principle 4: an approach which is manifested in functional and realistic progress, taking technical and financial requirements into account.

Principle 5: an approach which implicates and generates a feeling of involvement from local representatives and services. This resource is a "work incentive framework".

Principle 6: an approach which concerns all citizens, and which requires participation from multiple partners

Some action plans are now handled on a larger scale than Limoges Urban Area

Principle 7: an approach which provides internal and external communication methods used to promote Limoges.

Adopted in October 2004, these principles have led to the implementation of several action plans.
